Buying a house in Amsterdam as an expat

Amsterdam is the most expensive and most legally complicated place to buy in the Netherlands. Three things decide whether a purchase here goes well or badly, and none of them is the price: the leasehold contract, the foundations, and the owners association.

The three big risks

Most of what goes wrong for international buyers in Amsterdam is not overpaying. It is signing for a property whose land, foundations, or building fund carries a liability nobody translated for them.

Amsterdam's housing stock is overwhelmingly apartments, much of it pre-war, much of it on land leased from the municipality, and almost all of it governed by an owners association. Each of those three facts can add tens of thousands of euro to the real cost of a home, and none of them shows up in the asking price.

Leasehold: erfpacht

In much of Amsterdam you buy the building but lease the land, usually from the municipality. This is the single most important thing to establish about any Amsterdam property, before you fall in love with it.

The two kinds you will meet

  • Continuing leasehold (voortdurende erfpacht), the older system. The ground rent is fixed for a period, then revised at the end of it, and revisions have historically produced very large increases.
  • Perpetual leasehold (eeuwigdurende erfpacht), the newer system, where the basis is fixed permanently and the rent is indexed rather than periodically renegotiated.

What to establish for the specific address

  • Is the land freehold or leasehold?
  • If leasehold, which system, and has the ground rent been bought off, and until when?
  • What is the current annual ground rent, and when is the next revision?
  • Has the seller applied to convert to the perpetual system, and if not, could you, and at what cost?
Why this is not a detail

Ground rent affects your monthly outgoings, your borrowing capacity, and the resale value of the property. A cheap-looking apartment with a continuing leasehold contract nearing revision can be considerably more expensive over ten years than a pricier one with the ground rent bought off.

Municipal leasehold policy and conversion terms change over time. Verify the current position with the municipality or a specialist rather than relying on any general article, including this one.

Foundations

Amsterdam is built on soft ground, and older buildings stand on wooden piles. Those piles have a finite life, and foundation renewal is among the largest unexpected costs in Amsterdam property, frequently tens of thousands of euro per apartment, organised and levied through the owners association.

For anything pre-war, and particularly pre-1925, ask:

  • Has a foundation survey (funderingsonderzoek) been carried out, and may you see it?
  • Has the foundation been renewed, and if so when and to what specification?
  • Are there signs of settlement: sloping floors, cracked facades, doors and windows out of square?
  • Is a foundation assessment or repair on the association's long-term maintenance plan?

A slightly sloping floor in a canal-side apartment is charming right up to the point where it is a fifty-thousand-euro assessment.

The owners association: VvE

Buy an apartment and you join the Vereniging van Eigenaren automatically. You pay a monthly service charge and share liability for the building's shared structure. A healthy association is invisible; an unhealthy one is a recurring bill.

Before bidding, read:

  • The reserve fund balance. A large building with a small fund means future assessments.
  • The long-term maintenance plan (MJOP), and whether roof, facade, or foundation work is scheduled.
  • Recent meeting minutes. Disputes, arrears, and postponed works all show up here.
  • Whether the association is active at all. Dormant associations exist, and they are a red flag rather than a saving.
  • The split deed (splitsingsakte), which defines what is yours and what is communal.

The self-occupancy rule

Amsterdam restricts buying homes to let. A self-occupancy obligation applies to homes up to a set value in designated areas, requiring the buyer to live in the property themselves for a number of years rather than rent it out.

Two consequences for internationals:

  • If your plan is to buy now and rent it out when your assignment ends, check the rule for that specific address first. It may simply not be permitted.
  • A property bought as an investment rather than a main residence also attracts the much higher transfer tax rate, which materially changes the arithmetic.

Value thresholds and designated areas are set locally and change. Confirm the current position for the address with the municipality or your buying agent, not from an article.

If international schooling matters, the practical school run tends to pull families toward Zuid, Oost, or out to Amstelveen, and that is worth resolving before choosing a district.

Prices in 2026

Amsterdam is consistently the most expensive municipality in the Netherlands per square metre. Reported figures differ depending on whether they measure median or average, transactions or asking prices, and which quarter.

One market dynamic worth knowing: investors have been selling off smaller rental apartments, which adds cheaper small units to the transaction mix and can make average and median prices look flatter than the underlying market feels. Regional reporting has noted prices in the Amsterdam area softening slightly since early 2025 for this reason.

City averages will not help you bid

In Amsterdam the meaningful comparison is recent sales in that building, that street, and that floor area, adjusted for leasehold status. That data sits with agents, not on public price pages.

Expect sealed bids, short deadlines, and competition. The asking price is a starting point, and in tight segments homes still sell above it.

  • The highest bid does not always win. Fewer conditions and a transfer date that suits the seller often beat a higher number.
  • Waiving the financing condition is common and dangerous. If your mortgage then fails, the penalty is typically ten percent of the purchase price. Only consider it with firm written lender confirmation.
  • Valuation risk is real at these price levels. A mortgage is capped at 100 percent of the valuation, not your bid, so an over-asking bid needs savings behind it.
  • Bedenktijd still protects you. Three days after signing, including at least two working days, to withdraw without penalty. Use them to have everything read properly.

Many internationals do, and get considerably more space. Almere is about twenty to twenty-five minutes by direct train, with far fewer leasehold and foundation complications, and Amstelveen, Diemen, and Haarlem are also common choices.
